Failing to route and rate example

This example shows of a failure to rate and route. When action = Select Carrier or Tender is taken from the application, the presented error contains the details of the reason the shipment or carrier route failed to rate/route. If further details are required, the details can be viewed in the log below. The section in bold describes the failure issue:
